The report essentially conflates terrorism and criminal activity into one category, a proverbial foot in the door to treating crime and terrorism the same, meaning more limited 1st, 2nd, 4th and 5th Amendment rights. Those who have a reverence for individual liberty and the Second Amendment are the equivalent of right wing extremists prone to terrorism.
